WORKSHOP SYNOPSIS

Find out how the Ministry of Defence has used the Balanced Scorecard to integrate risk management into its performance management regime so that every time the Board considers performance it considers risk too. The Scorecard is also being used to assist the Department in defining its risk appetite and key risk indicators.

BACKGROUND

 

 

Until July 2004, Ian MacEachern was Director of Corporate Governance and Risk Management at the Ministry of Defence and had responsibility for the development and implementation of a business risk and reporting framework for the Department so as to meet Treasury and Cabinet Office corporate governance requirements and improve the management of defence. Through his work and active participation in the Government's two-year Risk Management Improvement Programme, the Ministry of Defence gained wide recognition as being in the vanguard of government departments in introducing new and more effective systems of risk management and internal control. During his time at the Ministry, Ian presented regularly on risk management at national and international conferences.

Following education at Worcester Royal Grammar School, Ian read pure mathematics and numerical analysis at Aberystwyth and Dundee Universities respectively. Later, he studied computer science with the Open University and latterly completed a Masters in Business Administration degree. He worked with Scottish Widows Fund & Life Assurance Society in Edinburgh, as an apprentice actuary and at Dingwall Academy in the Highlands, teaching mathematics, prior to being awarded a commission in the Royal Air Force in 1978.

His career in the Royal Air Force has embraced a broad spectrum of management roles, latterly at director-level, including human resources, finance, information systems, project management, and management of change. Currently, Ian is Director of Manpower Strategy and Plans at the Royal Air Force's personnel and training headquarters in Gloucestershire. Prior to his risk management post, he was Director of Recruitment and Marketing for the Royal Air Force.
