Essex County Council is a high-performing authority, one of the largest and most dynamic local authorities in the country and one of the most diverse authorities outside the capital. We have an ambitious target – to become the leading authority in the country and improving our services to the communities we serve. To help us achieve this target, risk management is an important and necessary process that enables us to maximise opportunities and creativity in our work as well as identify threats to the delivery our services.

Our aim is to make risk management dynamic, empowering and enabling effective management of the Council’s resources, not a tick box exercise that involves more paperwork but has little engagement with, or understanding of, our aims and corporate priorities

Thus we are looking for a Corporate Risk Officer who is inspirational, motivational, and analytical with influencing skills and a solid background in risk or related management studies.  The Risk Officer should bring risk management value to all situations and be regarded as “trusted advisor” to senior management in all matters pertaining to achieving Essex County Priorities.

Reporting directly to the Corporate Risk Manager, you will provide both proactive and reactive risk advice and guidance to all service units of the organisation. The post carries responsibility for the continuous support of the systems for the management of risk and providing recommendations for minimising threats and maximising opportunities. You will be responsible for assisting senior management in maintaining a dynamic service risk profile for the purposes of meeting corporate governance requirements.

Essex County Council places a great value in developing and challenging its employees allowing them to fulfil their potential. The successful candidate will possess, an appropriate risk management qualification, experience of developing risk management processes within a multifunctional organisation whether in the public or private sector and the ability to operate and influence at senior level within a complex multi-disciplinary organisation.

The duties of this job require you to travel throughout an operational area, therefore a valid driving licence and use of a car is required unless the role can be undertaken effectively by other alternative transport arrangements. For applicants with a disability, as defined by the Disability Discrimination Act, the scope for reasonable adjustments will be explored with them as part of the selection process.
